Normally a 1/4 inch border on each side would be the ideal fit for frame overlap but experience with common consumer pre-made frames shows that rarely are the openings in such frames that precise. Generally the cut-out tends to be slightly larger and as a result, with a 1/4 inch border, a slight amount of white will show. By making the border 1/8 inch, though a very tiny amount of the picture edge may be covered (depending on the actual size of the frame cutout, it will be extremely small and will look better when framed than having the slivers of white showing.
